The use of free software in public administrations in the EU
Abstract
The recent interest shown by many public administrations around the world in free software has led to a theoretical debate and commercial battle. The debate centres on the opportunity for public intervention in the software market and the possibilities for public promotion of free software. The discussion puts forward alternatives: using purely economic and technical criteria in migration projects or using fundamentally political criteria. The commercial battle has highlighted the virtual monopoly in the market.
